Sealed bids for construction work on the Coston Building Restoration project, 217 W. Hale Ave., Osceola, Arkansas will be received by the City of Osceola at the Office of the Mayor, 303 W. Hale Ave., Osceola, Arkansas 72370 until 1:00 p.m. on Thursday, March 5, 2020, and then publicly opened and read aloud. Any bids not submitted on time will be returned and unopened.

 

Prime Contractors may obtain drawings and specifications at Capitol Imaging in Little Rock or Jonesboro Blueprint (SRI affiliate) in Jonesboro upon deposit payable to the Architect of $100 per set. Deposit is completely refundable if sets are returned in good condition within 10 days after bid opening. General Contractors who secure plans but do not submit legitimate bids shall forfeit their deposit. Sub-contractors will be required to pay for the drawings and specifications at the cost of printing.

Each bid proposal shall include with it a bid security in the amount of 5% of the total bid offered if the bid is in excess of $20,000. The bidder will be required to submit a bidder’s deposit which includes enclosing a cashier’s check payable to the City of Osceola, drawn upon a bank or trust company doing business in Arkansas or by a corporate bid bond in an amount equal to 5% of the bid.       

Bidders must comply with requirements of Contractor’s Licensing Law of the State of Arkansas, ACA 17-25-101 et seq. All bonds on this project shall comply with Arkansas Statutory Performance and Payment Bond Law. In accordance with the General Service Administration’s (GSA) Office of Government-wide Policy, Cities, Counties, Contractors and Professional Service providers MUST be registered and “Active” with the System for Award Management (SAM) prior to obtaining a contract and/or agreement with a project receiving Federal and/or State funding.

The Owner reserves the right to reject any or all bids and to waive any irregularities.

Proposals that fail to comply fully with any provisions of the specifications and Other Contract Documents will be considered invalid and may not receive consideration.

Pursuant to Ark. Code Ann. 22-9-203, the City of Osceola encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to identified groups.

There will be a mandatory pre-bid meeting at the site on Tuesday, February 25, 2020, at 11:00 a.m. for all interested General Contractors.  Subcontractors are encouraged to attend.
